Upper Egypt Local Development Program (UELDP)
The Upper Egypt Local Development Program is co-financed by the Government of Egypt and the World Bank from 2018 to 2021
The objective of the program is to improve the business environment and economic competitiveness for private sector development, and to strengthen local government capacity for quality infrastructure and service delivery in selected governorates in Upper Egypt, specifically Qena and Sohag
The UELDP Program Coordination Office invites eligible consultancy firms to express their interest in providing the Performance Assessment services
The Performance Assessor (PA) is an independent professional body (a consultancy firm or a joint venture of firms) tasked with carrying out an annual performance assessment (APA) of governorate institutional performance to access WB performance Grant. Performance of the program is structured around a set of results (‘Disbursement Linked Results’ or DLRs) drawn from Disbursement Linked Indicators (DLIs). Achievement of these results triggers withdrawals from proceeds of the loan from WB to GoE. The APA report is presented to UELDP program coordination office (PCO) throughout the three-year program duration.
Interested consultancy firms must provide specific information, which demonstrates that they are fully qualified to perform the services
(Similar assignments, experience in similar condition, availability of appropriate skills among staff, etc.)
Two or more consultancy firms may join together and apply as consortium.
Up to six applicants with best candidatures who expressed interest in the assignment will be selected to receive Request for Proposal (RFP).
A consultancy firms/consortium will be finally selected using (Quality and Cost selection method)
Interested firms may get more information and obtain the Terms of References (ToRs) of the assignments as well as the Program Appraisal Document (PAD)
