Request for expressions of interest (Consulting Firms)

Egypt – Sail Project

Assignment Title: contracting with an engineering consultant firm to supervise the irrigation works in Middle Egypt zone

Reference no as per procurement plan: IFAD/EG/SAIL/2021/C088

The Government of Egypt has applied for financing from the international fund for agricultural development (IFAD) towards the cost of sustainable agriculture investments and livelihoods project (SAIL) and intends to apply part of the proceeds for the recruitment of consulting services

The use of any IFAD financing shall be subject to IFAD approval pursuant to the terms and conditions of the financing agreement as well as IFAD’s rules policies and proceeding claims demands losses and liability of any kind or nature brought by any party in connection with sustainable agriculture investments and livelihood project (SAIL)

(i) Under the civil works contract the covers all necessary works to achieve the objective of converting the existing 12 open earth mesqa canals along the terfa N°5 branch canal , commanding an area of 1180 feddans (500 hectares)

The consulting firms will supervise for each mesqa the construction of an intake a pump – houses & sumps installation c; single collective electro-mechanical pumping system, installation of a diesel back-up generator all at the head, and installation of buried. Pressurized pipeline that would fill, through a number of outlets (butterfly valves), ground earth reservoirs commanding an area of about 10 feddans from which water will be distributed to a group of farmers.

“(II) Under the Goods contract commissioned to a Supplier Contractor, “The CF”” will supervise the powering of the 12 pumping stations through the supply, installation and commissioning of the solar PV panel arrays at the head of each mesqa The electrification of these water pumping stations will be using only stand-alone photovoltaic systems and the back-up diesel generator. The solar PV water pumping system mainly consist of (but not limit) solar PV modules, arrays, cables, electronics controller (VFD/Solar Pump Inverter), wiring / cabling, mounting structures and all necessary related civil works

The (“the client”) now invites eligible consulting firms (“consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Interested firms should fill the template for expressions of interest and submit requesting it from the following email ( and send it to the address indicated below

The attention of interested consultants is drawn to IFAD’s Anti-Money Laundering and Countering the Financing of Terrorism Policy and the Revised of IFAD Policy on Preventing Fraud and Corruption its Activities and Operations .The latter sets forth IFAD’s provisions on prohibited practices. IFAD further strives to ensure a safe working environment free of harassment, including sexual harassment, and free of sexual exploitation and abuse (SEA) in its activities and operations as detailed in its IFAD Policy to Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse.

The consultant shall not have any actual, potential or reasonably perceived conflict of interest. A consultant with an actual, potential or reasonably perceived conflict of interest shall be disqualified unless otherwise explicitly approved by the Fund. A consultant including their respective personnel and affiliates are considered to have a conflict of interest if they:

  1. a) Have a relationship that provides them with undue or undisclosed information about or influence over the select ion process and the execution of the contract
  2. b) Participate in more than one EOI under this procurement action
  3. c) Have a business or family relationship with a member of the Purchaser’s board of directors or its personnel

The Fund or its personnel, or any other individual that was, has been or might reasonably be directly or indirectly involved in any part of (i) the preparation of this REOI, (ii) the shortlisting or selection process for this procurement , or (iii) execution of the contract.

The consultant has an ongoing obligation to disclose any situation of actual potential or reasonably perceived conflict of interest during preparation of the EOI, the selection process or the contract execution. Failure to properly disclose any of said situations may lead to appropriate actions, including the disqualification of the consultant, the termination of the contract and any other as appropriate under the IFAD Policy on Preventing Fraud and Corruption in its Projects and Operations.

The shortlisting criteria are:

(1) Firm Experience in regard to civil works, irrigation works, Pumping systems, Quality assurance, solar systems …etc. with relevant contracts values (30)

(2) Previous experiences in similar works with International / UN organizations (20)

(3) Firm Staff including (50)

a- key person (30)

Senior Water Resources and Irrigation Expert/Team leader (8)

Solar PY Water Pumping Engineer/Deputy Team Leader (8)

One hydro-mechanical Engineer (5)

One Electrical Engineer (5)

Two Civil Engineers (4)

b- non-key persons (20)

Two Solar Panel/Electrical Technicians (6)

Two Topography/Survey Technicians (5)

Six technicians for supervision and follow-up with an experience in field supervision of civil works construction (9)

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
