Job title: Procurement Specialist

Duty Station: MolC – Cairo City

Durations: 5 Months with possibility of renewal subject to satisfactory performance

The Ministry of International Cooperation (MolC) has received financing from the MENA

Transition Fund (MENA TF) through the African Development Bank towards the cost of

the Strengthening The Capacity of the Administrative Control Authority-ACA, to Combat

Corruption in Egypt” MOIC/ACA/PIU and intends to apply part of the agreed amount for

this grant to payments under the contract for hiring an individual consultant for Hiring a

Procurement Specialist.

The overall responsibility of the Procurement Specialist is to manage the project

procurement activities through implementing all policies and procedures related to

procurement activities and ensuring

the Bank procurement rules are followed in all transactions.

ACA now invites eligible Individual Consultants to indicate their interest in providing the

above-described services. Interested Consultants should provide information on their

qualifications and experience demonstrating their ability to undertake this Assignment

(certificates, documents, references to similar assignments, letters of reference, etc..

the shortlisting criteria are:

• A minimum of Bachelor’s Degree (Master’s preferable) from a reputable University inEngineering, Finance, Law or any related field;• Minimum of 10 years of experience in public procurement practices and procedures, 5 ofwhich must have been served as a Procurement Specialist or Manager.• Minimum of 5 years of experience in handling, managing or overseeing internationalprocurement for AfDB (or similar MDBs) funded or administered projects;• Demonstrated problem solving and negotiation skills with ability to balance projectobjectives and procurement requirements with client’s needs;• Detail-oriented, with very good analytical skills;Eligibility criteria, establishment of the short-list and the selection procedure shall be inaccordance with the African Development Bank’s “Rules and Procedures for the use ofConsultants” (May 2008 and revised July 2012), which is available on the Bank’s website athttp://www.afdb.org.
